This act of blaming non-Muslim violence on mental illness does a disservice to the mentally ill by furthering stigma against them (And takes away from the fact there really is no link between mental illness and violence (2)) and it also has a latent function (3) of allowing institutions that represent the interests of groups and demographics that they cater to a way of washing their hands clean of any perceived responsibility for the violent act by the non-Muslim.
